Magandang balita mula sa Pilipinas, nagpasa ang lokal na pamahalaan ng isang resolusyon na “gamitin ang mga disposable e-cigarettes bilang harm reduction aid”! Hinimok ng Kapulungan ng mga Kinatawan ng Pilipinas ang pagsasama ng single-use e-cigarettes sa diskarte sa pagkontrol ng tabako ng bansa, at ang lehislatura ay naglabas ng resolusyon na humihiling sa departamento ng kalusugan na isulong ang pagbawas sa pinsala sa tabako.
Ang desisyon, na isinulat nina Reps. Anthony Bravo at Jose Tejada, ay partikular na binanggit ang isang landmark na ulat ng Public Health England at Royal College of Physicians bilang argumento. Dahil ang mga single-use na e-cigarette ay nakakuha ng malaking tagumpay bilang tulong sa pagtigil sa paninigarilyo sa UK, at isang prestihiyosong ulat mula sa Public Health England (PHE) at Royal College of Physicians (RCP) ay nagsasaad na ang single-use na e-cigarette ay nasa hindi bababa sa 95% na mas ligtas kaysa sa tradisyonal na mga sigarilyo %”
Nauna rito, dumalo ang mga opisyal ng gobyerno sa Philippine Tobacco Harm Reduction Conference, na inorganisa ng advocacy group na The Vapers Philippines. Ang iba pang mga eksperto tulad ng Greek cardiologist na si Farsalinos ay nagsalita tungkol sa mga benepisyo ng mga produktong low-risk na nicotine bilang alternatibo sa mga nasusunog na sigarilyo. Hinimok din ni Farsalinos ang gobyerno ng Pilipinas na magpatibay ng iba’t ibang mga patakaran sa single-use e-cigarettes at combustible cigarettes, at linawin ang mga pagkakaiba sa panganib sa pagitan ng paggamit ng single-use e-cigarettes at combustible cigarettes.
Ayon sa 2015 Philippine National Tobacco Use Survey, 33.8% ng mga nasa hustong gulang sa Pilipinas ang naninigarilyo. Simula noon, si Pangulong Duterte ng Pilipinas ay nagpatupad ng mahigpit na mga hakbang sa pagkontrol sa tabako, kabilang ang panganib na makulong kung ang sigarilyo ay ibinebenta sa mga menor de edad.
Ilang inaasahan na sa ilalim ni Pangulong Duterte, ang lehislatura ng bansa ay magtataguyod para sa mga e-cigarette bilang pandagdag sa pagbawas sa pinsala sa tabako. Dahil kilala si Duterte sa pag-apruba sa brutal na pagtrato sa mga lulong sa droga, kasama na ang pagpatay. Sa panahon ng kampanya ni Duterte sa pagkapangulo, nangako siyang aalisin ang 100,000 drug addict at trafficker at itatapon ang kanilang mga katawan sa Manila Bay.
PeterPaul Dator, presidente ng Philippine Electronic Cigarette Enthusiasts Organization, ay nagsabi, “Kami ay nagpapasalamat sa mga mambabatas sa nakitang ebidensya na ang mga disposable electronic cigarettes ay hindi gaanong nakakapinsala kaysa sa tradisyonal na mga sigarilyo” at handang paniwalaan ang mga ito. Umaasa kami na makikita rin ito ng Ministry of Health sa lalong madaling panahon. Medyo, dahil makakatulong ito sa pagliligtas ng mas maraming buhay. ”
